NHS CPP launches National Clinical Staffing Framework

The NHS Collaborative Procurement Partnership (NHS CPP) launched National Staffing Framework supporting compliance with NHS Improvement’s caps on agency pay and charge rates. The NHS has been fighting to control the spiraling agency staffing costs for long time. The framework went live on 8th of August.  The framework will give access to NHS organization to fully audit and independent agencies that has met the criteria for cost effective supplement of quality staff. This new framework will also facilitate recruiting permanent positions in the NHS and is also pledged to replace about to expire first national NHS framework for supplying nursing and nursing-related staffs.  NHS Collaborative Procurement Partnership with the other four procurement hubs – NHS Commercial Solutions, NHS North of England Commercial Procurement Collaborative, East of England NHS Collaborative Procurement Hub and NHS London Procurement Partnership has provided not-for profit solutions for the national issue. The four NHS hubs have consulted NHS HR Directors, Staff Bank Managers and procurement specialist from across the NHS to develop the framework. The framework has been working closely with NHS Improvement and many agencies to tailor the framework around recent guidelines.    Chief Executive of NHS Commercial Solutions and sponsor said the new clinical staffing framework is fully comprehensive and Trusts should be confident enough to employ high quality agency staff to better patients care. He said the framework includes independent auditing of agencies, a flexible transparent pricing mechanism which flex even if NHS Improvement changes rates. It sure ensures a fully compliant recruitment process with the UK and EU legislation.  He confirms the expenditure goes through this framework on agency staff will be reinvested in the NHS. And the four hubs will be available fully to support organisations to access the framework.  Options to supply under the framework  The framework includes three lots of supply models. Each lot is open with a selection tool for the NHS and public bodies to choose. Users will be able to select the job role they need to fill, review potential suppliers and its criteria.  Audits –to maintain the quality of agencies and staffs they supply to the NHS  The National Clinical Staffing Framework features critical requirement includes agencies to be evaluated by an independent auditor commissioned by the NHS CPP every year. The audit with involves inspection of temporary workers files in relevance to identity, work training, professional qualifications, registrations and criminal track records. The results of recent file audits will be available for review by the NHS organisations. NHS England Reveals Delay in Emergency Care

NHS England revealed 23% increment of delay in discharging patients from hospitals since June last year. Everyday more than 6,000 patients who are to be discharged are unable to do so because of the lack of suitable places to be discharged to.   Other fact figures releases of the NHS England for June includes:  Only 90.5% of A&E patient were admitted, transferred and discharged within four hours, below the target of 95%.  Around 69% of ambulances services were successful to the most serious callouts within eight minutes, below the target of 75%.   91.5% of patients waited less than 18 week for an operation, below the target of 92%.  This increment had focused on the importance of joined-up care in an emergency department within NHS and the dependency of the NHS in social care services. The fact reveals a missed waiting-time targets for planned operations such as mental health, A&E units and ambulance callout.   The spokesperson of NHS England told on waiting time target for mental patient are treated within 2 weeks of referral in a recommended package of care with National Institute for Clinical Excellence.   BBC news reports a nearly a quarter of Local Commissioning Groups offered the targeted package to patients aged of 35 or under to the age limit of 65.but the figures showed just a 73% started treatment within two weeks in June only.  Rising Emergency Admissions  In June, hospitals handled more than 1.9 million attendances at emergency departments, which was a 2.1% rise on last year and more than 480,000 emergency admissions, a 4.7% rise.   Matthew Swindells, the director of operations and information of NHS England said the front line services continued to come under pressure but saw another improvement in performance. 'Golden hello' offered to new GPs in Scotland

NHS Education for Scotland and the Scottish Government has created 100 new GP training places in Scotland to start in February 2017. They are offering £20,000 incentive payments for junior doctors who takes 37 posts in hard-to-fill locations. The new scheme of Scottish Government will provide one-off bursary of £20,000 to GP trainees who commit to be trained in posts that have not been filled in recent year. Most of the placements include some isolated rural communities of the Scotland. The government has also launched a recruitment drive to motivate more junior doctors to pursue a career in General Practice in Scotland. According to Scottish government, the new 100 training places increase the total number of GP specialist training posts announced this year to 439 in Scotland. NHS Education for Scotland has said that current-training places will be reviewed including the four-year programmes and tries to attract more medical graduates into general practice training. Shona Robison, Health Secretary of Scotland said General practice is the heart of the National Health Service (NHS) and is becoming more important in Scotland. She further added that General practice is very important so, they are investing to employee more junior doctors into GP training positions. They have announced 100 extra places to build support for the primary care workforce of the future . Although they understand that there are some places where recruiting GP was challenging due to their geographical location. So, NHS England Scotland is providing an economic incentive with certain positions to fill those areas. Besides the training places, NHS Education of Scotland and the Scottish Government has also launched advertisements and a social media promotion to support GP training in Scotland. Junior Doctors Calls for Fresh Industrial Action

From September 2016, the BMA’s junior doctors committee is looking to re-start  ‘rolling strikes’ if the government rejects to address concerns over patient security and equality in its proposed new contract.   The new chair of the junior doctors committee, Dr Ellen McCourt is calling on the union’s full council to approve a fresh industrial action in their dispute over a new contract with the government.    This week, National Health Service (NHS) leads had made moves on concern over whistleblowing and the guardian of safe working role. Although, the government has not agreed the remaining concern like wage for those working less than full time and appreciating weekend working. The junior doctors Committee says that the ministers have failed to address concerns about the remaining issues.   In July 2016, junior doctors and medical students voted to refuse a deal on contract agreed with the BMA. The contract was rejected by 58% of its participant who voted in the ballot.  On 11th August 2016, Dr McCourt released a letter to members on twitter where she criticised the Government for staying “persistently silent” on the junior doctors issues and said it had led to the rejection of the contract.   Dr McCourt said that considering all this things junior doctors committee Executive has voted to refuse the new proposed contact completely and call for official re-negotiations on junior doctors concern.   She added that in the reaction to the Government silence, the committee has made a formal call for a special meeting of BMA Council to approve a rolling programme of industrial action in early September.    Reacting to Dr McCourt’s letter, Chief Executive of NHS Employers, Daniel Mortimer said that industrial action attains little or nothing but places pressure on previously stressed teams and services. BMA and RCGP Demand Action to Give GPs Specialist Status

British Medical Association (BMA) and the Royal College of General Practitioners (RCGP) have released a combined statement about the GPs recognition as specialist in general practice/family medicine in the UK.  The statement was made on the long delayed of the recognition of GP as the specialist with an affirmation from the BMA’s Representative Body and the RCGP.   Government and General Medical Council (GMC) are being urged by the BMA and RCGP to take some steps quickly to make sure that GPs are accepted as specialists and placed them on equal position to secondary care doctors.  In a combined statement of BMA and RCGP, the GP heads of all organisation said that it was an  ‘anachronistic anomaly’ that post graduate GP training is still not known as specialist medical training in the UK.  Most countries like in Australia,  USA and Canada, and most of the EU nations identify General practice/family medicine as a speciality.   A recent call from UEMO (the European Union of General Practitioners/Family Physicians) for all EU countries to recognise general practice as a specialty shows support in the statement from other European medical organisation.   RCGP chair Dr Maureen Baker and BMA chair Dr Chaand Nagpaul, along with the Wales, Scotland and Northern Ireland co-representatives said that the recognition of GP as a speciality is now ‘long overdue’.  According to them, they call upon the government and GMC to make changes required to add GPs to the List of Specialists and equal GPs status same as their secondary care colleagues’.    All this demand arises after the General Practitioners Committee UK (GPC UK) warned that Brexit might affect efforts to provide GPs the same status as specialists.   Regularly visit our blog page for more updates on UK's healthcare system.  We are medical recruitment agency based on London, UK. New Legal Protections for Junior Doctors

British Medical Association (BMA) has secured a new legal protections for junior doctors acting as whistleblowers. Junior doctors can now raise concerns about patient security or other concerns related to their working lives without being afraid of risking their careers. Health Education England (HEE), the body liable for training junior doctors will place a provision in junior doctors contracts, which lets them take the health organisations to the court without worrying about any harmful effects on their careers.   Ellen McCourt, BMA junior doctors committee chair has addressed the new legal protection as a ‘significant win’ of junior doctors. The issue of legal protection was raised with the Health Secretary as a main concern among junior doctors. Additional issues at the meeting of McCourt with the health secretary includes safeguarding working hours, less-than full-time wage, respecting weekend employer and whistleblowing. According to Dr McCourt, the new legal protections will make sure that junior doctors have complete lawful security when speaking about their concern. Many junior doctors feels the lack of strong whistleblowing securities in the Government’s proposed contract which has let to a main patient security concern. The new protections will close current loophole, which means HEE will no longer have any lawful responsibility for whistleblowers because in the UK law HEE was not considered as an employer. Dr McCourt said that it is very important that junior doctors are able to report their worry without feeling like they are laying their career at danger. Closing the loophole will make sure that junior doctors will be able to create secure revelations to defend patient safety with complete legal protection. Professor Wendy Reid, HEE Medical Director said that they have always supported doctors in training to express anxieties about patient safety.
